As a sign of the housing crisis for the poorest in France and of the worsening of the social urgency, especially in Paris, coverages by the social services of overnight stays in hotels exploded. The social exclusion became an income for hotels of down-market tourism. For lack of housing we accommodate, and it costs thousands of euros to the taxpayers for years. Many families in trouble would have the means to find a suitable accommodation if a reasonable solution was proposed to them. But the social action spends up to four times the amount of a rent in council house to accommodate them in shabby hotels.
" While working on  that subject, I saw children sleeping on mattresses on the floor, defective heatings, families warming with patches of cooking, mothers terrorized by the presence of mice  and cockroaches in the baskets of newborn children and by the risk of fire. I saw rom families of four or five people sleeping together in the same bed, persons who were unknown  having to share an unhealthy room. I saw owners of hotels who did not respect the intimacy of the tenants, and impose their regulation. In all the rooms that I was able to visit,  I found the same main features :  confinement, a closed and noisy universe, without light, destroyed lives, without future prospects. "
